Project Review Committee

The Project Review Committee (PRC) is an advisory committee made up of the City’s five core departments and the leadership staff members under each, totaling nine City appointed staff. The purpose of the PRC is to provide input to the Zoning Administrator on land development project that are located in the City’s Gateway Zoning District, which is governed by the form-based code. As an advisory committee, the PRC has no official role in the administration of the form-based code, but can provide insights as to changes, modifications, or considerations that should be accounted for when land developments are proposed. Ultimately, the Zoning Administrator will determine if a project meets the requirements of the code and can be issued a zoning permit, or need to seek relief from the Development Review Board.

Current Projects


138-166 East Allen Street

On or about May 09, 2023, the City of Winooski received a zoning application for the redevelopment of five existing lots located at 138 through 166 East Allen Street. The application includes the removal of five existing structures to construct a 5.5-story1 mixed use building at the street frontage. The new structure is shown with 186 dwelling units with a primary mix of studio units, one-bedroom units, and two-bedroom units; and approximately 2,000 square feet of non-residential space. These properties are located in the Gateway Zoning District and regulated by the Form-Based Code.

379-381 Main Street

On November 17, 2021, the City of Winooski received a zoning application for the redevelopment of two existing lots located at 379 and 381 Main Street. The application includes the removal of two existing structures to construct a 4-story mixed use building. The new structure is shown with 72 dwelling units with a mix of studio units, one-bedroom units, and two-bedroom units; and approximately 9,600 square feet of non-residential space. These properties are located in the Gateway Zoning District and regulated by the Form-Based Code. Specifically, these properties are in the Urban General Building Form Standard as outlined in Appendix B of the Unified Land Use and Development Regulations. The proposed uses are permitted in the Gateway Zoning District.


298 East Allen Street

On October 04, 2021, the City of Winooski received a zoning application for the redevelopment of an existing lot located at 298 East Allen Street. 298 East Allen Street is currently developed with a multi-pump fueling station and convenience store. The application includes the demolition of the existing structures, and construction of a new fueling station and convenience store including a newly designed and located building; and a relocated fuel canopy. This property is located in the Gateway Zoning District and regulated by the Form-Based Code. Specifically, 298 East Allen Street is in the Urban General Building Form Standard as outlined in Appendix B of the City’s Unified Land Use and Development Regulations. The proposed use is permitted in the Gateway Zoning District.

340 Main Street

On August 20, 2021, the City of Winooski received a zoning application for the redevelopment of an existing lot located at 340 Main Street. This project also includes a boundary adjustment with the property at 337 Weaver Street, which is located in the Residential B Zoning District. The resulting property will have multiple zoning districts, which requires site plan review from the Development Review Board. Conditions imposed by the DRB may result in changes to the overall plan that could impact compliance with the Form Based Code. If the proposed plan is altered, additional review may be required.

32 Malletts Bay Avenue (Butternut Station)

On April 16, 2021, the City of Winooski received a combined zoning/building application from Champlain Housing Trust (CHT). This project is being proposed on a newly subdivided lot that is currently a portion of 32 Malletts Bay Avenue. The application includes the construction of 20 residential units on the newly subdivided lot. The property is located in the Gateway Zoning District and regulated by the Form-Based Code. Specifically, this property is in the Urban General Building Form Standard as outlined in Appendix B of the City’s Unified Land Use and Development Regulations. The proposed uses are permitted in the Gateway Zoning District.
